AI is increasingly becoming a part of our daily lives. From personal assistants like Siri and Alexa, to recommendation systems on social media and e-commerce platforms, to autonomous vehicles and robots in healthcare, manufacturing, and logistics, AI is transforming the way we live and work.
In this context, the first summit on the responsible AI in military application (REAIM2023) was held in February 2023 in the Netherlands.
Responsible AI in military applications refers to the ethical and responsible use of artificial intelligence (AI) technologies within the military context. It involves designing and deploying AI systems that are reliable, transparent, and accountable, while also respecting human rights, dignity, and privacy.
The use of AI in military applications can improve efficiency, accuracy, and safety, but it also poses unique challenges related to ethics, human control, and international law. Therefore, responsible AI requires collaboration between experts in AI, ethics, law, and military strategy to ensure that AI systems are used in ways that are consistent with human values and the principles of just warfare. This includes measures such as designing AI systems that are auditable and explainable, promoting human oversight and control, and engaging in transparent and inclusive public discussions about the ethical and social implications of AI in military contexts.
In this study, we make a survey on the state of the art of an international agreement on the use of AI in military application. Regulations and recommendations by UN, NATO and EU will be described and discussed.
