Description
It may sound a bit clichéd, but rapid urbanization and industrialization have caused various urban problems such as environmental pollution, lack of infrastructure, and energy shortage. Complex and diverse urban problems can no longer be solved in traditional ways. So, the smart city concept was introduced in South Korea. The smart city concept is compelling as a way to intelligently and efficiently solve urban problems. It is said that South Korea's smart city model based on digitalization is competitive in the global market and can solve urban problems. This also shows Korea's Quarantine model during the corona-crisis.
For content analysis, framing theory was chosen to explain the dynamics of Seoul's smart city and digitalization strategy. And again divided into strategic and tactical elements.
there are two interesting things I found in writing my bachelor thesis.
First of all, it was impressive that “50 plus” was actively used and recommended as a measure of digital education and communication for middle-aged and elderly people during the 2020 corona-crisis. As a result, it was found that citizens’ or the people's digital knowledge and participation is a very important key factor in citizen-centered bottom-up innovation.
Second, the installation of free Wi-Fi in public places to bridge the digital divide was also identified as a backdrop for a bottom-up approach to smart cities.
In conclusion, as a result of analyzing the Seoul metropolitan council protocols and related media articles of the Seoul Metropolitan Government from 2018 to 2020, it was revealed that Seoul's urban policy strategy for qualitative growth, especially improving citizens' quality of life, has changed.
